This is a porch. Apartments do no have porches connected to them and people do not have yards. So, here is where you sit if you want to be outside of your home.
This particular porch is situated on a quieter street and I see people sitting on it often.
Rule to remember: take your shoes off if you want to put your feet on the porch.
